Involves selective coloring. Non-translatable.
Start with base:
Duplicate your base and set the layer to SCREEN (as many times as needed, mine was twice, with the second layer at 35%):
Duplicate your base again, drag it to the top, and set the layer to SOFTLIGHT 35%:
Go to Layer>New Adjustment Layer>BRIGHTNESS/CONTRAST, enter in:
Go to Layer>New Adjustment Layer>HUE/SATURATION, enter 40 in the MASTER SATURATION, and set the layer to 51%:
Go to Layer>New Adjustment Layer>SELECTIVE COLORING, enter in (it's less than it looks):
SO after you enter in all that crap, you get:
Then go to Layer>New Adjustment Layer>SELECTIVE COLORING, enter in:
And the coloring is done!!!!! YAY!
SO, if you wish to continue, the rest is really quite simple.
COPY MERGED (CTRL+SHIFT+C) and paste it on top. Or paste it on a new canvas, whatever. Using the MOVE TOOL, I moved the picture up until Angel's eyes were covered (which is pretty trendy, I know):
Then, I created a new layer (Layer>New...>Layer.. or SHIFT+CTRL+N) and using this brush by xonlyashesx I stamped it on in white:

Then, using this light texture by ewanism I pasted it on and set the layer to SCREEN:
However, I didn't like the lights covering his face, so using the ERASER tool at OPACITY 12% and HARDNESS 0%, I erased some of the lights until I got this:
