Translatable. No selective coloring. Involves curves.
Begin with 100x100px base:
If your base is too dark, duplicate it and set the layer to SCREEN 100% until it is about the same brightness as the icon above (I didn't need to brighten this picture).
Go to Layers>New Adjustment Layer>HUE/SATURATION and enter 36 into SATURATION:
Create a new layer filled with #5eb4cc and set it to SOFT LIGHT 100%:
Create a new layer filled with #eee0bf and set it to MULTIPLY 100%:
Create a new layer filled with #a4d2cb and set it to COLOR BURN 48%:
Go to Layers>New Adjustment Layer>COLOR BALANCE and enter the following numbers:
MIDTONES: 22, -15, 33
HIGHLIGHTS: -18, 10, -3
Go to Layers>New Adjustment Layer>CURVES and enter the following:
RGB (so it looks like this)
1st point: I: 82, O: 96
2nd point: I: 133, O: 173
